Why is light not matter?

Matter is made of particles with values for mass, spin and charge.
Light isn’t a particle [that which has a value for mass, spin and charge].

IF
there is only matter and energy
AND IF
light is 0% matter
THEN
light is 100% energy

Light is both electrical energy and matter (with zero rest mass) as expressed in the famous formula E=mc2. Light is attracted by gravity as shown in the famous experiment in the early 20th century.
