Philadelphia "[mail-in] Ballots Issued" increases from 432,873 on 11/4 to 433,888 on 11/5 (after elections are closed). Looking at all counties, an additional 8,569 ballots have been issued since yesterday. Considering the need for a transparent process, this is aggravating. Fraud is not the obvious answer but it'd be nice if they clarified the process.

PA Rule: No postmarks are necessary.

That can't legally stand. It's written in the law and memorialized with the previous absentee ballot process. The state's website even makes note that only postmarked ballots may be accepted. This nonsense wouldn't exist if not for legal clowns in black robes on our State's supreme court.
