Not really. One person's perceived creator has different rights than another's perceived creator. The government certainly does control what rights we have, and can change them whenever they want. People used to argue that the right to own a slave came from the "creator" before the government outlawed it. Sex workers' rights are heavily restricted by the government.
@JacksonNought the government has overstepped its power and infringed on the Rights of its citizens. The government does not control our rights, they may ignore them and trample on them, or they can recognize those rights, but the government has no say on our rights because our rights do not originate from the government. No matter if you recognize the creator or not does not change the rights that we are created with. These rights can be seen throughout nature.
