I went back and looked because I thought that all Presidents gave a State of the Union each year of their Presidency. But nope. None give one early in their first year. Their first State of the Union is in their second year.
BUT....
They do give an address to the Joint Congress. I went back to Clinton (Bush Senior and Reagan were also in Feb). All have. In February, a month or so after their swearing in. I didn't find any in March.
