LIGO is limited by seismic noise, which obscures low-frequency signals and puts an upper limit on the mass it can detect. The upper limit is around 200 solar masses.
LISA is an upcoming space gravity wave detector that won't have seismic noise, and so it will see supermassive black hole mergers.
