The US Congress speaks of broken immigration, but it seems to be broken only on the south border and never with the other Socialist North? Could it be something else that preoccupies the tiny brain of nincompoops in the congress?

That's like saying the Stop sign down at the corner is broken - nobody stops for it. too many car crashes are happening....
The only think broken is the will and the desire of the gov't to follow the law. They have broken the Oaths they swore to uphold the law...THAT is what is broken.
