It was also going on under Trump.
@lawrenceblair O-bummer ran a shadow government behind Trump's back, controlling the bureaucracy and pushing his own foreign policy agenda with Kerry doing negotiations before and after the legitimate Secretary of State made a trip. People like Mark Milley are O-bummer's appointments, even though the actual mechanism was through Trump, because the people who advised Trump were beholden to O-bummer.
@FuzzyMarineVet True Trump had terrible advisors. The problem is Trump appointed those advisors. He appointed Deep State advisors over and over again. Trump, I believe, was advised mainly by his son-in-law.
