She has to do something to stop them from looking at why she did what she did.

That seems to be the case here. Using distraction as a method to move blame away from her office. I just hope that she sees what kind of damage she has done, and will do with her decision. It goes well beyond the scope of this case and will have a ripple effect on other cases for years to come.
