Obviously the wrong people being hired as law Enforcement. Plus those doing the job who put themselves in harms way need to know they have the authorities on their side if a mistake is made. If you are human you make mistakes.

Crimes are prosecuted to determine fact. It is possible that not only a "criminal" perpetrated a crime. These are justice system issues, not policy issues.

I'm also hearing that the shooter had over $70k worth of things, like 2 AR15s, lots of ammo, a pickup truck, etc. etc. Like somebody was funding him? Needs to be verified first though.
