Donovan began the trend in WWII with the hope of instigating a resistance to Fascism in Italy. It did aid in Sicily and Solerno/Naples. So when a sitting US president became a threat to the illegal power grab of the three-letter idiots they were happy to pitch in to have him killed by a mob hitman to rid them of the problem. They even had a failed agent to set up as a patsy and a dying CHS to use as cleanup in case the patsy resisted taking the fall. It's been downhill since 1963.
