Time: 10:14 Giuliani reports that disagreement between The House and Senate (one says Trump the other says Biden after 2 hours of separate debate over challenged dueling electors) goes to The State. He must mean that it goes to the Governor and the Executive Branch decision, and Giuliani therefore does not (at this point) contend that the State Legislators (voting for Trump) execute the power to decide on electoral vote statutes that govern elector votes for President of U.S. in their State. A. Executive Department Electors (The State according to Giuliani), or B. Legislators of the State, as a statutory requirement in The Constitution of 1789. Either case can be made to anyone in or out of power, or any group in or out of power, and actual people can do what actual people determine to be the lawful, moral, thing to do in time and place, then pick up the pieces afterword. Picking up the pieces is either A. Law, such as the common law, with trial by jury in a Court of law, or B. Summary Justice, which may occur in a Court of Admiralty or Equity, or National Supreme Court: all of which ignores the will of the people.
