20 years in prison just having or tying a noose and a professional race car team is going to have one? Nah. It’s clearly a handle for closing the door. You’d be hard pressed to get that around an arm let alone a head. It’s absurd and a reach even for the wack jobs that truly just hate White males, doesn’t even matter what politics you think or what you’re identifying as. I got news for you folks - that is absolutely a noose. It may well be used to pull the garage door down but it is a noose. According to FBI investigators it was there long before that garage was assigned to Bubba. Wallaces racing team. So it was not meant to intimidate or frighten Bubba but it is a noose.

A mechanic/boyscout was bored one day and decided to practice his skill of knotting.
@dmatic square knot or maybe a granny knot - certainly not any kind of slip knot or noose - but I do remember being a young boy about 12 tying small lengths of rope into a noose. Its not uncommon for boys or young men to do that with rope.
In this case I don't believe there was any mal-intent - it was just someone who thought it would be "neat" to make the pull rope fashioned into a little noose. Much ado about nothing - to steal a line from Willy Shakes of Stratford on Avon.
