The program involves the purchase and transfer of land from willing sellers at fair market value to new or experienced Black farmers. It's not a land grab and it's paid from funds that Black farmers were deprived of, so it's ostensibly revenue-neutral.
Another reason I like this program is because it could act as a demonstration project for land transfers during a racial partition. Also, maybe if Blacks owned some land in the country, they'd be more inclined to secede.
