GW was given the Texas Rangers to "manage" because he was useless at anything else. GW was just a "cleaner" (and I say that loosely) version of Hunter.

Had Joe Biden emerged from wealthy, Texas oil family with an Ivy League background, perhaps he could have positioned Hunter for an image makeover managing the Pittsburg Penguins 
and he would grown out of drugs and home made porn to rise to the office of President.
