2nd, I suspect this is just another instance of him going off script and random -- 50/50 shot that he might say something either truthful or factual -- a rare experience for this TWOT.
3rd, if on script this is just him passing the buck. If Fed gov'mt has no solution, how does he think that 50 individual states have? Surely, this TWOT cannot actually believe in the value of a republic -- that each state forms a laboratory to try out potential solutions? Surely not, since his "supporters" fully publicly endorse the mob of the voters at every opportunity!

Absolutely it should be left up to the states. I’d rather have fifty “laboratories”, as you put it, than one all powerful authoritarian state arbitrarily mandating unconstitutional shutdowns based on political expediency rather than common sense.
