Feel free to reply to any comment by clicking the "Reply" button.I’m a resident of the Free State of Florida, so I started reading this document (950 pages of legalese). Although I encourage those with that much time on their hands to go through it and point out for everybody else such issues as who gets what powers and who else that will effect (like the “exercise the power of eminent domain”, etc...), I see this as another bloated document filled with tons of extraneous garbage designed to overwhelm those who might interfere with whatever nefarious plans might be in the works by people with no morals. I could be wrong, but this is one of the tactics of many successful lawyers.

@JeffHoneyager yep, I did that and after reading a few pages I saw that there was some context that would require going back to previous sections. On top of that, there is potential for misuse of some of the provisions that would be easy for a sharp schiester to take advantage of (loopholes). Considering the area, there are a lot of disreputable peoples interested with far more money and power than morals that want more control over that area.
