Things like the IDW wouldn't exist if it weren't for donors like them. Dobbs is either being dishonest or he's confused.
Bolton is a "Never Trump-er", and since Trump is an "outsider" Republican, he took those types (Never Trump R's) into his cabinet, in order to smooth ruffled feathers over his being elected.
Bad strategy IMO. If he was truly serious about Swamp Draining, he'd have done better to start the Faux-Purge with GOP members first.
The Left would see he was serious, and thus likely would have lessened their masturbatory Arabian Nights Dreams of Impeachment.
It would have mattered not to the GOP, since most of them have retired, or are retiring soon anyway.

What about the donors though? They funded Trump and some of his most extreme would be allies--Roy Moore for example. They're not Never Trumpers.
Donors only care about Party.
