In a confederation of freemen (yes, that includes women) there are only two roles authorized to commit violence on people or their property:
(1) Militia - a combat ready force of freemen to respond to violence from outside the confederation.
(2) Peace Officer - Freemen to maintain the peace and facilitate resolution of disputes through the confederations "Justice" system. Violence is meted out as a response to violence or threat of violence.
