Proposition 16 was to repeal affirmative action laws, the radical left wants it repealed so they can go all out with there anti white agenda. This is no joke, a description of this straight from UCLA, not some right wing source.

Race was/is a biological/scientific determinant. It still is.
Racism... the misuse of racial determinants is wrong. Not race.

Anthony T Kronman of Yale Law School writes about this his book Assault on American Excellence.
Affirmative action could run afoul of the Equal Protections Clause of the Fourteenth Amendment.
Regents of the University of California vs Bakke (1977) US Supreme Court - dumped proposed affirmative action program and suggested that instead of trying to repair systemic injustice, they look to achieving greater diversity in the student body.
In other words, denied the questionable tool of affirmative action, the academics and the Court did an end run around the Constitution by reframing the concept as diversity. Although it arguably runs against the spirit of the 14th amendment, it is now deeply and permanently embedded in the culture.
