That exception makes prison labor legal, and the de facto presumption that it's not cruel or unusual punishment makes it lawful.
If you think that presumption is wrong, tell your Representative, but making license plates is not "hu·man traf·fick·ing." They're costing the taxpayer a bunch of money as a result of their own actions... and they can damn well do something to work it off, instead of just sitting on ass all day behind bars.
If you define "hu·man traf·fick·ing" as "the unlawful act of [...etc., etc.]", then it obviously doesn't apply to lawful acts of any kind, including prison labor.
A "lawful act of transporting or coercing people in order to benefit from their work or service", is called a Business Trip.

you should read up on the 13th Amendment to the U.S. Constitution otherwise you are engaging in a red herring logical fallacy at best
the Constitution also has Three Fifths clause concerning non-free people representation, remedied by the 14th Amendment, before that enactment, those 5 "negroes" had 3 votes, while free white women had none; but I am guessing you are not familiar with the 19th Amendment & Women's Suffrage either
I don't think anyone doubts the worldwide trafficking (except those guilty and pleading the 5th Amendment); but that has been going on for millennia and was quite institutionalized historically and culturally accepted by a diverse range of humanity and nations/states/empires pretty much since the beginnings of recorded known history

@Neo-Tech Read the Constitution yourself.
The original Constitution was only ratified by the participation of Southern Plantation owners, who refused to sign the original version which banned slavery. Times were different then. Slavery was still going strong in Africa - mostly in Muslim countries, even though England had already banned it. The ratified version had to have some concessions to Southerners, or it never would have been signed. Not so difficult to figure out. And successive Amendments fixed that, as foreseen by Sam Adams.
ALL the Amendments are part of the Constitution.

The Constitution clearly allows the Congress to collect taxes. What that has to do with human trafficking, I have no idea.
Convicted Federal prisoners have no rights, also per the Constitution. So they have no right to expect to be free from forced labor.
There is a movement in the US to assume rights for felons. Convicted felons statistically never deviate from the choices that earned prison, and asserting there should be unearned mitigation is just stupid.
