I saw where she also banned the operation of motorized boats and jet skis, but still allows non-powered watercraft, including sailboats. Makes zero sense. Another agenda, or is she just stupid?

It's all about the instinctual response that is incompatible with the autistic like characteristics that promote civilization which sprang from agriculture. These same people think that art characterizes civilization. Art is just the byproduct of an abundance of necessity that civilization provides. Art predates civilization for sure but that is only a reflection on the emotional, instinctual, universal, genetic nature of the human condition. Precivilized human nature is characterized by a preference for form over function. Emotional intelligence if it were real is suited only for natural environments. Form is tribal but at the same time universal because unlike culture it is restrained by the slow workings of natural selection. Form preferences fairness over hierarchies of competence. Fairness being a product not of logic but of instinct. Studies have shown monkeys will reject a gift if it isn't proportional to that offered another monkey. It would be a mistake to think that instincts represent a fundamental view of reality. Instincts are abstract. They don't respond to the world as it is but rather how it was and what may be in the imagination. They assume agency where there is none because it is better in nature to respond to what may be than what is.
