We could go to a non-autonomous system where vehicles are registered onto a subscription service that manges each vehicle in their system. A civilian must be registered for each vehicle and there should be a requirement that the civilian is present in the vehicle while traveling. As for insurance, the system driving the car must be responsible for its mistakes.

My oldest just started 1st grade so I'm just learning the system now. So far so good. Some stumbling blocks that we will be looking for: - Apathy. He must be pushed to better himself and not satisfied just being better than other students. - Lack of a moral/ ethical system - not sure what framework is taught in public schools. - Need for a creative outlet. - Learning how to discern truth
