I didn't quite understand this at first, because at first glance it seems to reinforce racial grouping in the same way that White would, but my understanding now is that you can think of it as Black [American], similar to African American or Italian American. Black is the word that is commonly used to describe the cultural identity of Black people in America. They were involuntarily taken away from Africa and have no memory of it, therefore the word African is less meaningful. It doesn't make sense to capitalize the W in white because there is no one White cultural identity. And at the end of the day, this is a a small and easy concession to recognize the dignity of Black people.
