* Skill in extraction of natural resources. We can extract stuff today that we couldn't extract decades ago. The invention of the steam engine enabled trains, which opened access to natural resources.
* Skill in finding substitutes for natural resources.
The fundamental natural resource is energy. Most other natural resources can be made equivalent to energy. The price of metals is proportional to the energy required to extract them.
There is a tight correlation between a nation's power consumption and its GDP. You can't ignore energy. Energy = Wealth. There is a discussion about this in the Controversial Charts group.
If a foreigner pays tuition at an American university, that counts as an export. Wealth requires exports. Universities are a major generator of exports, and they don't require natural resources.
