Hard to understand how someone could be that stupid. It has all the signs of a moral panic. Think back to the satanic panic and cities digging up everything to find the child abusing Satanists. The madness of crowds never ceases to amaze.

The people that deny instinct are more likely to be trapped by them. The current moral paradigm that it's culture to blame, or more specifically Western culture, are pushing a dangerous narrative based on naturalism. Equity, diversity and inclusion are oddly the values of our most primitive relatives. Substitute fairness, out breading or promiscuity, and networking and you kind of get an understanding of the motivations. All their values our centered around sensuality or aesthetics, gathering instead of productivity, conformity instead of openness, networking instead of competence, fairness instead of logical hierarchies, the environment instead of infrastructure, consumption instead of distribution, nesting instead of adventurousness, security over freedom from fear or bravery, the group over the individual, the trappings of civilization not the fundamentals. They want to return to the Garden of Eden because the unnatural world we live in is at odds with their instincts. They even invented an intellectual sounding concept to justify it, emotional intelligence. From there you get intersectionality and cultural relativism, post modernism and neo Marxism, punctuated equilibrium and all the other pseudo intellectual concepts that form the basis for the new morality.
