Here's a conspiracy theory for 'ya: Those pictures AOC posted were not actually of her grandmother's house, and the family had to make sure the money raised was returned lest they be guilty of fraud for taking it.

Na! It is more likely that AOC really just doesn't care about her grandmother and that her relatives have a stronger sense of their own responsibility than she does. So, they decided to refuse the money because they wanted to stand on their own two feet and not get caught up in AOC's efforts to politicize absolutely everything and everyone in her life.
