It's by design, to push their agenda of infighting and chaos.
Did you notice the article hit all the cool buzwords. And the program is under the Department of Health .. not law enforcement. Further, not one mention of defunding police was mentioned as contributing to the problem in the first place. Mostly it was a colorful word salad. Also, everytime there's a "war" on something you can count on the problem getting worse, not better and harming good citizens along the way.
@toronto_Georgia Yes, this appears to be nothing more than an expensive, virtue-signalling PR exercise.
