My belief is some of the jabs are real and some a placebo. Kill us off slowly enough and fewer will refuse. Russian roulette. Keep playing and sooner or later you won't draw an empty chamber or a placebo but the real thing.
Some real and some not is my take as well.
Solves a lot of problems for dealing with any resistance to edicts or mandates, "Hey..nothing happened to me!"
Using a mix with placebos explains a lot and is quite intelligently thought out by the perps.
