By targeting do they mean acting against or just doing stuff that will, by its characteristics, hurt non commie trash?
Acting against = you are fined if you don't engage in groupthink. E.g., Paypal fining members if they say something anywhere on line that PP doesn't like. Patreon has gone same way.
Latter approach = "Oh, our doing this hurt you? Too bad, step aside peasant." Chic-Fil-A does that by sponsoring grooming events.
