In a weird sort of way, they can. If you are so heavily taxed you have to surrender your "farm" and move into a city you are eliminated as a source of such fires (Yes, minuscule chance). Also, if burning forests don't threaten "farmers" the urgency to do anything is reduced.
I would bet anything that the fundamental reason for such fires is like out thisaway in CaCaLand -- to curry the favor of treehuggers the politicos eliminated managing the forests by getting rid of underbrush. Leave the tinder all over the place and the trees are doomed.
It is politics, the politics of stupidity and corruption.
I recommend a guillotine for bureaucrats that allowed this.
