In the UK we now have a society where no one is to blame for their own actions. Fail exams, teachers fault. Overweight, doctor to blame. Become a terrorist, someone ‘radicalised’ them. Anti social behaviour, society’s fault. In debt, bank to blame. Take drugs, blame the dealers. Etc, etc.
What happened ‘to you reap what you sow’ ?
I’m sure this isn’t unique to the UK but what’s it like where you are and what do you put it down to?

You ask, why are people so disinterested in taking responsibility for their actions? Because they can. If you give people a choice, they would not choose to take the path of pain and suffering. When you know that you can, why not? Choosing the path of the taking responsibility use to be the basis of building character, and character use to be a talking point in the conversation about maturity. These leasons use to start in the home with mom and dad and family, then with friends and neighbours, and then your community. Gee, what's changed?
