Public option as all things necessary should have. A bare minimum standard by which private institutions can out-compete if they can. (Which they most likely would be able to)

We do not really have a free market when it comes to internet access at all. The internet has become the new public square and no provider or tech giant can claim they are "private companies" and have taken all the very public funds they did in order to get where they are. So yes, some form of net neutrality is needed. ...Devil is in the details though...
