I propose that gun free zones be accompanied with required screening and security to adequately prevent guns from entering into the zone. Failure to properly secure a gun free zone should be accompanied with civil fines and removal of the gun restrictions until adequate security is provided.

They had these zones in virtually every dictatorship in history. They work very well to reduce criminal activity. The socialist societies couldn't exist without them because who would stay subservient to the rulers they had access to weapons.

I was thinking more like New York City which effectively doesn't allow citizens to carry weapons and yet the criminals are mostly unimpeded with using illegal guns. Under my proposal, a shooting incident occurs and the victims (or their survivors) can seek civil penalties against the city for not enforcing the restriction (and who wouldn't award them a sizable sum).

Gun free zones should exist, but they should be held to higher standard. The person who creates the gun free zone is responsible for the protection of those within the zone. And, people entering the zone do so voluntarily.

What about the people who already live there? do they get to choose to be free to own a "gun" or must they bow to a superior power. The idea that people are "free" to live where they they choose and under the rules of the "owners" (government) is the idea that people can choose to be slaves.
No man or group of men should have power over other people's lives. "Gun Control" is the first tool in the world of coercion. It really boils down to human rights. If I can exist only on sufferance that some entity must "allow" (give permission for) me to own any property, then obviously I do not own that property - they do.
The real crime that criminals commit is that they take away your right of ownership (of self, property or even thoughts) and in that respect the government is just another gang of criminals.
Someone's fear of being a victim of their neighbor should not override my fear of being a victim of the state.
