He's taken it upon himself to do what the government is apparently incapable of.
I read a story last year (not sure where it was or how long ago), about a man that repeatedly complained to the road commission to fix a huge pot hole in front of his house. The road commissioner kept saying they didn't have the resources to fix the problem. Finally, he went to Lowe's or something, got the asphalt patch kit, and fixed it himself. Next thing you know, the road commission was out there within a couple of weeks, taking up his patch work b/c it wasn't in code or some such B/S, then fined him for the removal and the subsequent cost of filling the hole back in. That's our tax dollars hard at work folks.
