If legislation is needed to help stop climate change, and businesses will outsource if legislation is placed and unemployment will rise in America which will affect the economy. How can we legislate without the negative effects? What can we legislate against that doesn't impact businesses? Could we reward businesses that create less pollution with tax benefits?
