The Trilateral Commission’s Tokyo Conference, from which this book was commissioned, was concerned with the broader question of whether it would be possible to maintain a “liberal democracy” in the face of world-wide strikes and activism. They were looking decades down the road, when the social safety net of the 70s would be in tatters. In 1974, if a political columnist were to say that by the end of the century, there would be homeless people in the streets, everyone would say they were nuts. It was unimaginable.
