I'd say this is probably intended purely to portray himself as altruistic for political points, rather than to pull off some nefarious sabotage operation against Republicans. Democrats seem to love the idea of spending their constituents' money and resources on people who are not their constituents.

Maybe he thinks he can help give Democrats a positive image in red states to help his friends win those states in November. How about helping your own people recover, Andrew? Or are you planning to leave state politics soon and go federal? Planning to take on senile Sleepy Joe at the upcoming convention?

If you're going to do things like this, stop begging for federal aid. You can't expect federal aid when you are using up your existing resources outside your own constituency!
