Some of these people shouldn't be allowed to be bailed out.
If the jails are too full, build more and/or expand the use of the death penalty. If you need more prison staff, I understand blue cities and states have been reducing their police forces... some of those officers may be willing and able to help. The government may be able to assist them with any relocation costs so they can live closer to where their services are required.
