They might trust Chicago to vote Biden anyway, and instead focus their resources on swing states...

Here in downstate Illinois we refer to Cook County -- where Chicago is located -- as "Crook County," and we talk about how people up there vote early and often and even after they are dead. The city and the county have had a reputation for corruption that goes all the way back to the days of Al Capone, and, sadly, it hasn't changed much since then.
