This sounds very much like the radar jammers used by the United States since the 1970s. The only difference is that the circuitry is integrated circuit chips instead of individual transistors and other circuits on massive boards. The technology is old but the implementation is modern. Same for US systems, only the circuits have changed to shrink them and use less power. No breakthrough systems here, only the same old stuff.
