I have known for decades that the Defense Advanced Research Projects Administration is circumventing the will of Congress and the American people by offshoring the research into biological and chemical weapons. The United States holds the largest supply of chemical agents in warehouses that are ticking time bombs. The shelf life of most of the agents is long passed. What happens to mustard gas precursors that have sat on the shelf for a full century. No one knows because the secrecy is hiding it from us. When, not if, these things leak into the atmosphere the plague of death in America will make the Biblical plagues of Egypt look like minor irritants.
