Do you think that decision to eventually dismantle that ride was justified? Given the circumstances, I'd say there's no shortage of blame to go around, from the ride operator(s) acting irresponsibly to Sampson himself making a bad choice in ignoring the ride restrictions. I can remember when I was fourteen years old, and at that age I also would have known better than to ignore ride restrictions like Sampson did. That said, not sure I agree with the decision to dismantle that ride, as not sure how that will solve anything in the long run?
