The only solution is to move the capitol out of the swamp but leave the creatures behind. Proposal: Kansas and Missouri each cede 18 square miles along the border, form it into a new district, say District of Franklin or something, then build a new city there with all the monuments and offices needed to run a truly Federal government, and no more. Then make it the seat of the Federal government while keeping Washington in the swamp.
