What is government's proper role in reopening the food economy?

I got to "(under a 1950 law)" and decided not to read any further.
As to:

The actual government (not what is currently passing - by treasonous fraud - as government) is only there for our employment, as we volunteer to finance our mutual defense.
If someone is damaged by someone else, then the government is useful to people, otherwise why call it government?
Who is damaging people in the case where some people order other people to stop earning their way in life?
I'd like to know the facts that matter in the case, just in case there is an actual demand for the law power: government.
