EMERGENCY ANDROID APPS USING NO WIFI OR DATA?

On F-Droid, found one good one called simply "FM Radio" and it even has a sleep timer so that I can listen to classical music for 10 or 20 minutes and then it cuts off at whatever I set it. But, I only found one station for news that works (so far) and that is NPR, a rather liberal station (state-run if you ask me). To use this or similar radios apps, one must use ear plugs or headphones - my Dollar Tree earplugs work fine for that.
Would like more apps that work without data plans or WiFi - for emergency, financial, and privacy reasons.
I see that F-Droid has Ham radio, so will look into that. Is AM radio possible on a phone? Would love a radio-based weather app, but have only seen those needing WiFi or data plan.
