I'm dubious. This same time period was the lockdown and the influx of CCP-manufactured Fentanyl. That caused a lot of deaths all over the place. I'd like to see a comparison to states that did not do this.
That said, I've little to no sympathy. If you take hard drugs, you take the risk.
Frankly, with one condition I'd like to see all drugs legalized: condition= whatever crazed thing you might do while high is considered deliberate. E.g., if you drive under influence and kill someone that is 1st degree murder. Intent and pre-planning are assumed and no argument to contrary is allowed.
