Umm, no, it is not.

Feminists a long time ago took the position that rape is not about sex, it is about power. Power over a victim and the ability to inflict torment -- to feed the rapist's ego.
The more size, strength, influence, etc mismatch between the victim and the rapist -- the better/easier for the rapist.
What could be more mismatched than victimizing a child? They are smaller, weaker, and easier to manipulate; -- i.e., into saying that "love is love" and they gave consent.
Pedos, minor attracted, etc. ; corrupt the language as is the fad nowadays (see vaccine, climate, recession, raid, etc). It all boils down to rape.
And, for that, I recommend only one penalty.
