The original Constitution gave the President authority to take Executive military action. Since then Democrats have legislated that Executive action must have Congressional approval, which was always unConstitutional - violating the principle of separation of powers, but never challenged by the Supreme Court.

That said, God help us. We have an emotionally adolescent senior with dementia making deadly decisions.
