There should definately be more of a consequence for false allegations for sure; because at present there seems to be very little if none, especially in family court. Although someone can be punished for wasting police time, there is hardly ever a prosecution in isolation. Speaking as a female who has had to deal with false allegations, for me, if the court had checked the application before accepting it this would have saved me and the state a lot of time and money; not to mention all the other agencies I also needed to call on for support and these costs, as I'm sure others do too. Court is a costly business, it should be used as a last resort, wisely and only when essential. If there were less cases that actually reached court then there wouldn't be a clog and those that really need it would get through it a lot quicker as well.
