This is a short video of Elizabeth Dowdeswell speaking at UNEP (United Nations Environmental Program) of which she headed for a period of time. UNEP was created by the nefarious Maurice Strong.

Dowdeswell is now the Lt. Gov. of Ontario, chosen by Stephen Harper.

At the 2:20 mark she says "Environmental Governance" but then immediately changes it to "Global Governance" The UN and its affiliates use Crisis to move their agendas. Warburg said in 1950 "We will have a world gov. by consent or conquest" "We can't have a world gov. with two opposing super powers" Why the Iron curtain and Berlin Wall came down. He also said they needed a mechanism, meaning a created problem that can only be solved at the global level. The mechanism/Crisis chosen was Environment. Was never about the Environment but a crisis to bring about world gov.

This is WW3 a spiritual/psychological war used to get us to Consent to their World Gov. Every level of gov. is involved, implementing the agendas without the public's knowledge or consent.

Every council/administration was given a copy of the Municipal Primer from FCM (Federation of Canadian Municipalities, or the the one from ICLEI. The ICLEI Primer has a forward from both Maurice Strong and Ontario's Lt. Governor, Elizabeth Dowdeswell, who like Strong was also head of UNEP of which Strong created.
